Because many of the images used by Google Earth are out of date, using the program is like standing on a space-rock several light years away and observing the Earth with an extremely powerful telescope. Not quite the same, as the images don't update in real-past-time. This 'missing' feature is balanced by the fact that you can use the software from wherever your computer is, so you don't need to overcome all of the technical challenges involved in travelling several light years away, making a possibly uninhabitable rock survivable and constructing a large enough telescope to make the observations.
Anyway, Google Earth is your window into the world that was, hence PastVision is an appropriate title.
