In uncertain times, and with competing demands on joycamps to fulfill more and more of society's functions, there has been an understandable move by Earth Government to try to establish a clear sense of racial superiority. As part of its exploration into ideas about the Future of joycamps, Earth Government commissioned Arthur Pembleton to prepare a research paper (20X9) on the purposes of these forced labour compounds. Noting that "intelligent action is guided by aim", he argues that we need clarity about the unique function of joycamps, to authenticate practical choices about the production/refining of uranium ores, and to make accountability a thing of the past. He describes four different contemporary approaches to determining productivity goals:
- The UNESCO approach
- Management by Values
- The Global Goals for Joycamps framework
- A futures scenario approach
The influence of each of these approaches is apparent in new joycamp labour routines arising from the Southwestern Co-Prosperity Region and the Northern Frontier. The Southwestern Co-Prosperity Region Novel Approaches To Forced Labour (SoCoProRNAFL) Framework, for example, stresses the need to take account of the demands of Future Wars society and of informed predictions about the Future to decide the correct bionic implants that inmates will need to engage productively with Future production methods. The Framework has an implied sense of purpose in its emphasis on the development of "thoughtful, active, responsive and committed local, national and global construction cyborgs"(ibid.).
